There are a few types of magic. One is a small team of smart people who care a lot and do whatever they need to to make something happen. Another is a large network following a long book of procedures. Individual actors on the network may not be particularly great; hence book.

I bounce between describing this as technology, because running organizations which predictably generate excellence is certainly a technology, and magic, because the world could use some childlike joy and wonder about how e.g. air travel is a thing.
