You're also forgetting: 1) Have deep ties into decision makers in the government, who can both influence spend and be part of the procurement process 2) Know the procurement process to the T and develop systems (not technical) that allow for optimal success of acceptance

In fact, you don't even need the supply initially ("thousand smart engineers, compensate them, etc etc"), you should need to generate the demand (e.g. know how the procurement system works)
