Perhaps the two virtues are negatively correlated...has Tokyo figured out how to produce Jefferson Airplane or the Grateful Dead?

I think "Japan isn't creative and just excels at copying things and then improving on them" is commonly believed among smart people in both Japan and the US, and is one of the wrongest beliefs that that statement is true of.

The difference is Japan does not allow union strikes for public infrastructure workers and allows private sector to help run infrastructure (6 private companies help run Japan’s famous rail system.)
-
The private rail companies don't "help", they actually own and run the infrastructure and often also have real estate businesses. And there are more than 6 for-profit railway companies just in Tokyo: Keikyu, Keisei, Tokyu, Tobu, Keio, Odakyu, Seibu, and of course JR East.

I was impressed that I could use my Pasmo to buy drinks from a vending machine... in Kyoto, halfway across the country.

Low bar. SF tech company is not actually native to SF (it was ported from various models from SV & academia) whereas Tokyo anything else, much of it is native to Tokyo or Japan.

1 - Tokyo 1 of the greatest & most kind cities I've visited. 2- possible this sentiment applies to a lot of cities w/ better quality of living. Tech is finally being used to solve problems in industries that drive local econ (ex. Hou/ o&g)- incumbents & startups need talent.

They'll probably need to learn to English a bit better first. Or have friendlier laws for expats.

Japan will only succeed in making a tech company for its own consumption. Sort of like how large companies need to buy smaller, innovative ones to innovate – the culture is a barrier.
-
Japan's companies succeed only when (1) the physical good is able to be sold throughout the world with little to no cultural context (Walkman, Honda Cub, Toyota Camry, Nikon, Canon) or (2) they export Japanese culture (Uniqlo is my best ex. here).
