"Politicians don't understand X." / "Regulators don't understand X." This is generally going to round to true for most interesting Xes. (Even the few regulators which spike very deep on domain expertise will by necessity not be at forefront of innovation in the field.)

But lobbyists are never domain experts. They are defending one part of society, in expense of others (win-win legislation needs no lobby), cherry-picking expert opinions and studies to make the decision go their way.

In the context of US politics that is a *particularly* sanguine take :) Are you sure you’re not conflating industry lobbying with all lobbying? Many people lobby for common good; industry often for financial gain in spite of common good. Hence dirty word.

Also I’m pretty sure the many ex-politicians hired as lobbyists (i.e. the ‘revolving door’) aren’t hired because they just so happen to have an enduring and pure interest in both politics and your particular industry :)
