Submitted partly because “the culture that is Japanese jurijudicial scriveners” and partly because she’s totally right. (A scrivener is a type of paralegal who you can basically empower to file certain types of paperwork on your behalf.)

On the general subject of performing professionalism: 1) Dress the part. Hate that it matters but it does. (I usually only do the full suit if I need something important.) 2) Know exactly the procedure you need and refer to it by name. 3) If you’ve waited in line for 1.5 hours

then maybe don’t be like the folks in the line who say “Why did you keep me waiting 90 minutes?!? Do your jobs!” A better comment is “Busy day, huh.” (Or if in Japan お忙しい中すみませんが) or nothing at all, because you’ve been in this position before, and it’s unremarkable.
