Historically, “is a foreigner” would outweigh most positive factors about my risk profile at the overwhelming majority of Japanese banks.

I think it is getting better. I got a loan 9 months after moving here (wasn't quite intending to buy, but for the price, location and interior, we decided to lock it down). After getting PR earlier this year, we are in the middle of refinancing and looking at native-level rates.
