I cut my coding teeth doing PeopleSoft customizations. HR, payroll, benefits mostly, but branched out as I got experience. It’s complicated but not destined to fail unless mgmt sucks.

What I don't understand is, why can't they bring the new system up and run it in "sandbox" mode for a while, making sure that the new system spits out the same numbers as the old system, before switching over?

Part of the problem is the procurements methods governments use for software. Enterprise vendors know how to deliver on paper. A sandbox mode is a good idea but most governments don’t have that in their standard contracts.
