Rough breakdown: Arranging financing and finalizing transaction: ~1 month Permits: ~4 months (there are more that proceed in parallel with construction) Construction: 3 months + 1 month per floor = 13 months (This is my dad's field, not mine, but these are not wild guesses.)

Not even true! The process has obvious inefficiencies which could be improved (e.g. redundant paperwork, high degree of manual coordination). It’s simply competently administered by a government elected by a polity which wants homes.
