Professionally, I was a translator at a company which had N00 invested companies with a profile page for each. We kept a description in an excel file for each and then translated to English. This is a mechanism by which organizations become not just indifferent about but actively hostile towards productivity improvements. (This is not limited to Japanese firms; one could point to a spectrum of US organizations with similar incentive structures. Public schools, etc.)

Could you expand on this part? I think there's an important insight there, but I don't fully understand. When outputs are hard to measure, workers are judged by proxy measures, like looking busy, or managing people who look busy?
