This is part of the case for lobbying, because people who grow up to be Senate staffers were not born knowing what bug bounties are, why they are standard practice, and how to write laws to ensure that running one can be done safely for all concerned.

Legislators (and their staffs) rightly think that tech shouldn’t be special pleading about being somehow ineffable and immune to oversight; tech should understand that it needs a seat at the table when tech-facing decisions are made, and that the word for that is “lobbying.”
