Companies, though, companies are tricky. They have to work for people who are two weeks into joining and two weeks before leaving, simultaneously. More trickily, while you can identify "X has 2 years here", it's almost impossible for *anyone* to guess "Y has 2 years left."

You've got to place your bets on people and also on processes, trusting that (actuarially speaking) you'll have Z number of Q year veterans on hand to support operations in 3 years, which will hopefully be sufficient for requirements that you don't have yet. This stuff is hard.

Schools are like this because they are designed from the model. A Montessori School, or a rural school won't work like that.

Some institutions will sacrifice local maxima for readability. Companies just realize the other plan would be awful for the bottom line
