besides not having to fill out forms, what's the benefit? i've been here 13 years (eijuken) and can't really see any upside to permanent residence.

永住権 is permanent residence. It's considered a bar for "approximately as socially established as a Japanese person", which is important in my life for things like "qualifying for mortgages" and "streamline the conversation about enrolling kids in (some) schools."

which is weird, i definitely do not remember having any score card/point system when i applied.

The point system is rather new and that is for a status of residence which is not equivalent to the eijuken, though it offers an expedited path to the eijuken. Link for benefit of peanut gallery: http://www.immi-moj.go.jp/newimmiact_3/en/ …
