With Sagawa there is a service (with a cost) where the delivery person will actually check the ID & input information (type of ID, ID number, etc) in a way that can be retrieved later. In case of JP Post, postman may not ask for ID if he knows you, even for restricted deliveries.

in the USA you would probably have to allow the recipient to pick up the “letter” at the post office within a certain number of days. With proper ID of course.
