So after looking at this for a few minutes, I think you can achieve similar with the combination of Restricted Delivery and Electronic Return Receipt when using the USPS, but my generalized impression is that the Japanese option is much more likely to reliably require the ID.

I was not able to conveniently find one. The magic words if you need to speak to Japan Post are "ID confirmation delivery service."
