We extensively hire new grads. We try to hit a mix at any given time of experience levels, both at the company and within a cohort of employees hired. Speaking generally: all companies operating at scale need senior engineers to help supervise and mentor junior engineers.

All companies need intermediate engineers with deep amounts of understanding of their problem domains and internal systems, to build things. The easiest way to get them is to develop them yourselves, generally out of junior engineers, otherwise "buying" them is extra expensive.
