a few cultural differences: US land area feels huge to its citizens, and cities feel dirty and pointlessly packed. so NIMBY preferences are shared by the average person. 1970s urban decay myths still scare typical older homeowners.

meanwhile in non-US countries either land is scarce, or productivity is scarce, so dense cities are celebrated. it's just a hard fact that SF residents don't want their city to become New York-like, much less Tokyo-dense. People in Houston want yards/commutes not density/transit

there is a massive assumption here that someone *decided* to do something. In fact it's the opposite - lack of consensus prevents anyone moving from status quo, which is a bit random. Japanese would frown at lack of consensus that costs everyone
