But pre-flop action strongly suggests nobody had a set on the flop because JJ/KK/AA (and AK for that matter) don’t charge you 1BB to play.

I mean probably has some QT that limps, but I imagine Andrew was targeting A2, A5-AT, assuming that any better two pair combos would raise pre. You're not wrong I don't think, you're just a portion of the range.
