Freelancer marketplaces are markets for lemons. You should not sell your labor through them. I promise you: you CAN do better.

So if I don't want to be a sucker, where should I look for competent freelancers at prices that a bootstrapped business could afford? Currently looking for a technical docs writer and a screencast producer, but previously needed graphic artists, UX designers, etc.

While I agree in general, switching to the English-speaking market AND selling skills is quite a task for a freelancer without connections.

I've spent some time in Russian-speaking freelance communities: people often switch from office work and they have zero Internet visibility.
