It is my go-to answer but I generally hedge with "Quality of bootcamps varies widely and I have no way to assess it in your town."

I've worked with people like this through their learning path. Best is to approach and get integrated into the local community.

Resources, books, tutorials and schools are not enough. Programming is understanding a lot of concepts and that is not easy to a beginner.

Zed Shaw's Learn Python the Hard Way worked for at least one friend of mine in that situation.
