    Some years ago, Ogaki issued me a piece of paper certifying that I was a resident of the city, and not someone who merely lived in it. Cities in Japan did this after years of pressure by advocates of foreign residents to normalize their status.

        I think about this a lot when I hear that, in tech epicenters in the US, workers are treated as economic migrants rather than residents. They're sneered at in the local polity. It is assumed, with rather little evidence, that they're disengaged from civic life, neighborhoods, etc

        How stable is your immigration status in Japan? I (naively perhaps) assume you're essentially "just below citizen" and understand they don't do dual citizenship. Are you some kind of permanent resident and can't be exported short of severe crime? Or regular renewal needed?

        Permanent residents are allowed to remain in Japan for as long as the Minister of Justice determines, in his sole and absolute discretion (customarily delegated), that their presence continues to be in the national interest.

        What's the difference? Aren't you on the residence roll at the city office, and have your address on your zairyuu card?

        Back in the day you factually were not on the residence roll at the city office. You were on a few separate rolls, that had to be special cased for everything (and not infrequently, were not).

        And the best part was that fictional movie or manga characters (Atomu or Tora-san) and even famous animals (that seal in Chiba) often had local resident status but not foreigners
