Pace Money Stuff today on large institutional investors should call up Gilead and tell them “Don’t sweat the profits just make a treatment for coronavirus; we can take the loss on your stock to make gains across our portfolios.”: Couldn’t you do this via basically proclamation?

I don't know, but I'll make the less noble goal argument specific: I own shares in X which makes widgets. I promise that if company Y starts buying their widgets from X, I'll buy shares of company Y. Would that be legal?

Again, no reason for that to be illegal. Also no reason for anyone to actually take action on it, because you’re not as credible to contras or resourced (to move the price at margin) as Vanguard.
