I’m not sure where you got this info, but it’s not true, at least not in the US. Most medium-sized schools (say 3000+ students) have an endowment in the tens of millions or more. Almost every big school, public or private has an endowment in the hundred millions to billions.

Endowments have grown a lot in the last ten years. “System” universities aim for a billion dollars or more. Hell, even the community college my dad worked for has $44 million.

Also those endowments aren't general purpose slush funds. Each dollar is typically tied to a concrete thing, e.g. library building
