I've always been a it confused about hospitals in Japan turning away patients. I've heard about it a lot more hear than other places I've lived in (even outside of the covid epidemic period). Does it just get talked about more or is it actually a problem here more than elsewhere?

For instance, in France, I've heard of hospitals that have trouble finding where to transfer you to when they're overcapacity, or when what you have is outside of what they know how to do, but never about being refused admission. Difference in organization, or just perception?
