A big question is whether this is because "We think your patient might have coronavirus, and therefore we can't accept them, because that would endanger staff/other patients" or "We think your patient needs healthcare, and we are at/over capacity on providing healthcare."

Ambulances are routinely redirected in Japan, even in normal times. Also, only certain, and understandably not announced hospitals are handling corona cases to protect patients and health workers.

I don't get why it would be understandable not to announce which hospitals treat Covid-19 patients. (at least, why not even ambulance services would know which hospitals treat suspected Covid cases)
