Japan’s simplest way of measuring this has been asking the cell phone providers to give anonymized usage data for major commuting chokepoints and shopping districts in cities.

The target reduction is 80% less contact from normal, and the messaged expectation has been that would lead to an 80% reduction in rate of growth within 15 days. 65% would imply 2+ months. We do not appear to have achieved those numbers consistently yet, though some cities close

My theory on this is that the culture in countries that regard themselves as exceptional and better than others (UK, US, Japan) makes politicians think they’re immune somehow
