Not to belittle it in any way whatsoever, but I would venture that the term 医療崩壊 (breakdown of the medical system) is by Japanese standards likely to be satisfied earlier than other countries that have seen a literal disintegration of their medical systems (US for example).

Not sure if you're a Japanese speaker, but if you are, is 医療崩壊 disintegration or breakdown? I usually think of disintegration as broken beyond repair, while breakdown means it can be repaired.
