Through earlier in April the policy was to hospitalize anyone with a positive test result. That became unworkable due to rapid increase in number of cases, so low-severity patients began to get sent home instead. At least one died after rapid worsening of the disease.

So the new policy, after the 24th, is to send low-severity patients to these sorts of facilities. Some prefectures have been spinning them up for a while; some are coming to the realization that they'd be very necessary later.
