this is a bit hard to phrase and I feel I've been fed myths about Japanese culture, but I wasn't expecting staff to just .. quit? Is this because there's no other way to get attention to the crisis?

What other option do they have apart from these two? by quitting at least they are keeping themselves and other people safe till the issue is resolved. At many places because of shortage of medical supplies, it is spreading to all staff members and indirectly other patients.
