There are some very complicated tradeoffs here and I'll leave it to folks more professionally immersed in these issues to think through them thoroughly, but that discussion needs "If we like paperwork, and we like human lives, there is some margin at which we like one more."

Cheap wristbands like the Xiaomi Mi Band 4 also measure SpO2. While not as accurate as medical devices, they do well enough to detect the kind of hipoxia that means "GO TO THE ER NOW". Pleased to see that the Apple Watch (who has equivalent hw sensors) is rumoured to get it too
