      We should have an ROTC equivalent for civil service. Pay for college, then put them into government for 2-3 years. Can we crumble the beauracracy with angry, impatient new grads

      I worked on a pair of government programs not dissimilar to this model, and have to caution you that most systems don't operate how they operate because of insufficient outsiders with better ideas.

      "We're happy with you doing literally anything as long as you stay out of the way" was a pretty major theme of the experience, and organizations are (unsurprisingly) pretty good at quickly inculcating local e.g. productivity expectations in college grads with no experience.

      Indeed, one basically explicit goal of one such program is "open up hiring window to people who would not work here, largely for cultural reasons, and then aggressively fix their cultural reasons for not working here *by socializing them.*"

          Sort of... I think there could be something to "you must work here for 2-3 years, so you might as well be as much of an irritant and as annoying as possible to make it less miserable for you"

          I wish this was the case but in my experience (10 yrs in Military & now in Fed Gov) the only incentive people have to improve things is inherent to the individual. Seems like you have 2 choices: /1
