As you’re aware, Japan is one of the only countries where no czar is needed due to the culture and homogeneity of the population. Where asking door people to follow the non-rule rules is enough to get a majority of the nation to comply 80% of the way.

Data point - as an extrovert I go grocery shopping every day (need my high!). Wholefoods in Santa Cruz has been doing the steps you mentioned for at least 2 weeks. Interestingly, today was the first time I saw *zero* shoppers without a mask. A week ago? 20% max.

The first place I saw those plastic barriers in Seattle was at my local 7-11, the guy who runs that was absolutely not screwing around. In the next week and a half it so, they were everywhere, but I'll never forget when I walked in and saw it.
