Among other reasons: if you’re sufficiently networked and possess the means and technology (mostly social technology) to successfully emigrate, you are probably accepting disimprovements along multiple axes in doing so. The people who improve on most axes mostly can’t emigrate.

(Aside: One of the big drivers of movement of people the last few years is the smartphone, because it turbocharged the feedback loop which distributes the social technology necessary to immigrate successfully.)
