I view this as basically inevitable given either eyeballing the stats there or confronting the reality that Nagoya is effectively within the same commuting zone as Osaka and Tokyo for hundreds of thousands of people and both of those cities are formally designated as epicenters.

For similar reasons Nagoya’s “sleeper towns” (like my 10 year hometown of Ogaki in Gifu) are rather likely request similar treatment, as will the prefectures within commute cooridors of Osaka and Tokyo that haven’t declared already.
