More than a workflow/software issue, the inefficiency and frustration comes from the use in recruiting of a shotgun approach (we want someone who checks in theory 5 of the 7 apparently needed boxes) rather than a targeted approach (we want one of those 3 people)

The targeted approach requires both technical competences along the pipeline (i.e., also the recruiter needs to be tech competent) and hiring responsibilities that are less diffused than they are now in typical tech companies
