I'm not certain that's entirely true---at least the US government worked a lot better in 1998 (or 2008 for that matter)---but given the present circumstances I'm so thankful we have some ability to route around those failures

In 1998, translated versions of American newspapers would just now be hitting mid-level Japanese decisionmakers suggesting that perhaps the US was in a bit of a pickle and that someone should perhaps ring some hospitals and ask whether there had been bilateral pneumonia reported.
