Coming from a place like Russia/ex-USSR, we know when authorities start to calm people down, i.e. “nothing to worry about”, “food is abundant”, “currency is stable” etc., it means it is the very best time to start stockpiling stuff and exchange currency.

I think this mentality holds true for people residing in most nations. Not addressing the issue is treated as intentional withholding of information. You lose either way when it comes to people focused on self preservation at the cost of others.
