If the character budget isn’t enforced by the technology then the entire org chart will get shipped in every communication, particularly any communications which will be reviewed when doing budgeting or headcount for next year.

You would be surprised, or not, how many different flavors of “If you are not in X office at 9:00 AM and we really don’t mean 9:08 AM, there will be very negative life consequences for you” exist at all levels of the government in the US.

In India there's so much spam on SMSes that it's completely unusable as a communication mechanism. Yes, this leads to a lot of impedance mismatch with software such as iMessage.

The Korean government and related agencies use SMS to great effect during particularly inclement weather or emergencies (e.g., Coronavirus outbreak). It's a perfect gov. comms channel imo.
