Industrial policy / METI / etc probably not in top 10 things I would list with respect to the Japanese software industry, and the expectation that it would be was probably more damaging to the practice of software in Japan than the policy itself was.

Also, and this is a quibble that I feel priced into making but it is a pretty important quibble: Substantially everyone who has ever complained about Japan missing software has entrusted their life to software written in Japan within the last 24 hours. (Plus video games.)

(The incongruity there is a joke but hah hah serious when you think of the amount of e.g. engineers in the US who are in the field as a direct consequence of the Japanese gaming industry.)
