Interesting question which I haven't though through in a lot of detail. The short version: a single BIN (think "bank" but that's inexact) can have 10e9++ valid numbers in it, which is relatively abundant, but the number of BINs is more limited and growth in demand has exploded.

Revolut have this and it’s amazing. We have 50 virtual cards for this exact use-case. (Stripe Corporate Card is still US-only, right?)
