until the scp command leaves one server in an inconsistent state, which absolutely can happen, in some cases silently. But also heroku exists and makes this class of failure impossible.

If you use Capistrano-or-similar and keep a record somewhere of what Git SHA corresponds to that release directory, you can fix that class of failure as well.

Yeah. Capistrano (if you still use it) will cheerfully do exactly what you describe here for Rails by default - it works well enough up to a surprisingly large company size.
