Twitter gives tools you can use to approximate this, but they seem designed to not work. That feels like a fairly robust accusation, but I'm feeling pretty well past my evidentiary threshold for it.

We’re actually working on some foundational changes that should help address this - specifically, allowing you to specify both Topics that you’re interested in and those that you don’t want to see.

Following a Topic will allow you to see interesting, relevant Tweets about that Topic, regardless of who tweeted them, while in the future we hope to allow you to also filter out Tweets from people that you do follow on Topics that you don’t want to see.

What works for one may not work for others. Usually, Twitter, Google and others have an explore and exploit strategy and the whole relevance game is finding the optimal balance between the two.

Twitter seems to be a lot better than Facebook in this respect. On Facebook I feel like only 5% is relevant to my interests.

i built a product that solves this; haven't yet put in the effort to make available to others though will build it out if there's interest.

way it works -- input: a list of a few twitter users you think represent a category or theme output: generated list of 60-100 (configurable number) users that represent the amplified set given the input set. output set / list is re-generated daily.
