Don’t you wish all policies had an attached revision history or email thread? Who was the sponsor here? Is it e.g. executive who feels strongly about supporting hunting culture, a team which ran the numbers and found 15% of excess CS tickets on one route were damaged antlers, etc
(My favorite version of the history of subjectively weird policies is when the policy is internally known to be An Expensive Statement About Our Mission, like JR having on their route revision guidelines “The passenger per day guideline required to keep a station operating is...”
