Mine would be closer to "Schelling points and infrastructure", which aren't independent of culture but can very literally create it.

I don't know what snelling points are and how are you using infrastructure? Sounds interesting I think I'm with you in that culture arises out of other things... But I'm afraid we're going to talk about culture like it's the force :-)

Schelling point is the place you agree to X in absence of ability to communicate your desire to X. If you lose your wallet and I find your wallet in Japan, we both know exactly where the other will go first: the local police station.
