I was talking with a few folks about government programs to incentivize companies to open offices in their cities, and a frontier space here is pitching remote employees directly in a scalable fashion.

Personally I prefer the efficiency and honesty of financializing this arrangement. "You've got something we want: future earning potential to tax. We have something you want: cheap capital, backed by our structural advantages over you. Let's trade."

The honesty and efficiency of financialization has a certain clarity to it, but it might be a tall order to sell that idea to the taxpayers. If we bid with better services, the benefits get spread around and there aren't a bunch of grumpy op-eds in the local paper.
