Do you know of any Upwork-type sites where an interested party could investigate doing this?

Upwork-type sites are markets for lemons which drive both good clients and good service providers out of the pool quickly. I'd tell someone wanting to do this the same thing I'd tell any other consultant: develop a process to find good leads, then sell them.
