Caveat: If it's a "normal" purchase (Jetbrains IDE, etc.) there's no pushback. If it's something weird to them, and the competition for your product is commoditized (i.e. price point of $0), you have to be able to negotiate with business people to get what you want.

you've gotten spoiled by your company. Many other corporations give $0 on licenses and no discretionary budget to employees. The employee will click that Total Commander continue button forever since apparently 37 euro is too much.
