Dunno about devs in general but their employers probably pay for stuff at least :)

IntelliJ Ultimate in $150/year. I could bother to figure out how to get my company to pay for it, and I’m sure they would. Or I can just pay a trivial amount, not deal with the hassle, and legally be able to use it on non-work stuff. $150 is nothing.
