“Why is that a tough business?” Typical user needs it once per year, $8 price point. Even if you cram the stores down to a 50% take rate (because this is free money for them) the margin never gets good enough to afford scaled customer acquisition to cover your expenses.
But I do like it, aesthetically. It solves a problem for travelers and obviates the need for a frictionful interaction across a linguistic boundary which is very possible (“Hey mate can I just leave a bag behind the counter for a few hours?”) but requires some deftness.
