I think that messaged stance is unlikely to be descriptively accurate. Possibly they believe it, and would describe the process by which they’d pay more for a favored candidate to be something other than “negotiation.”

Right and that process of identifying how they would pay more to be considered a "favored" candidate is what we need to explore, isn't it? Could be showing ability to have higher impact or getting into an agreement on impact based rewards?

Highly likely to be “You assess my level of impact as X resulting in package Y. Package Y will not get this done. Want to reassess my level of impact to get us to package Z? What would you need from me to do that?”
