There was a guy in an army town in England lending to the squaddies. Technically he was a loan shark as no licence and he came to the attention of the specialist enforcement team. They looked at his business model, said it was a good, viable business and helped him go legit.

It’s curious, and perhaps an indication that we all need to do a better job of communicating that operating a small software company is probably a lot easier and more lucrative than a small scam.
